OVERVIEW

About This Document

This evidence packet maps every exhibit referenced in the Russell Andrews Investigative Findings to its underlying source material. Each exhibit identifier (EX-A01 through EX-A12) traces to a specific forensic email, audit log entry, public record, or recorded communication.

The source evidence resides in the Evidence Vault (EX-001 through EX-012). This packet provides the bridge between the report's narrative claims and the raw evidence supporting them.

Integrity standard: Every claim in the Andrews Examination is sourced to at least one exhibit listed below. No claim relies on inference, anonymous tips, or secondhand accounts. Deleted emails were recovered via Google Workspace administrative export (forensic extraction authorized by Executive Director, with attorney and chair approval, February 16, 2026).

CHAIN ANALYSIS

“Airing Dirty Laundry in Public”

On February 11–12, 2026, Andrews authored and distributed a mass email to the SCC declaring his break with Chair Horn and cataloguing grievances. The distribution pattern and deletion sequence show the process:

1 Feb 11, 12:59 PM — First version sent to Evan Morris and alorij@gmail.com. Subject: “AIRING DIRTY LAUNDRY IN PUBLIC.” Andrews discloses his “break with Brita,” names the “Branch Davidians” as allies, details the Jeff Crank congressional pressure call, and describes the party's financial difficulties. DELETED
2 Feb 11 — Forwarded version to broader distribution. Same content, wider audience. DELETED
3 Feb 11 — Mass BCC version to SCC membership. Same subject line without period. Andrews describes the November 19 congressional Zoom organized by Jeff Crank, his personal financial outlays, and calls for Horn's replacement. DELETED
4 Feb 12 — Replies received, including from Kassidy (supporting Andrews). Andrews continues thread. All replies deleted from Andrews' account. DELETED
5 Feb 12 — Draft response found in account. Indicates Andrews was preparing a follow-up that was never sent or was recalled. DELETED DRAFT

2026-02-12_russ_andrews_re__airing_dirty_laundry_in_public_DELETED_DRAFT.htmlFeb 12Unsent draft
Pattern: This chain follows the same pattern as the January 22 three-version pipeline (EX-A01–A03). Content is first sent to Morris for review, then distributed to the broader audience, then the original drafts and editorial replies are deleted. The difference: the “Airing Dirty Laundry” email was mass-distributed to the SCC before being deleted, meaning recipients retained copies even after Andrews deleted his.

Williams Petition Coordination (Gmail ID: 19c596edd3510e5c)

On February 13, 2026 at 6:55 PM EST, Dave Williams (from repdavewilliams@gmail.com) emailed Jason Ensz (Saguache County Chair), CC'ing Andrews (russ@cologop.org) and Anna Ferguson (aferg121@comcast.net):

From: “Rep. Dave Williams” <repdavewilliams@gmail.com>
To: Jason Ensz <jasonstoneridgefarmsllc@yahoo.com>
CC: Russ <russ@cologop.org>, ANNA Ferguson <aferg121@comcast.net>
Hi Jason,

Please see the attached pdf petition form that was created during the last administration and used by the current one back in July of 2025.

To make it easier, Anna put the question of removal on the form for you so you can get going as soon as you'd like to.

Also, please see the URL link to an online form that will allow members to add their name electronically, which is permissible with this form.

Online petition: https://forms.gle/bhS9JJg29LufWWf38

Assuming Russ approves this petition form and process, I encourage you to work with Anna to distribute it the entire membership via email.

Best of luck. I'll sign it whenever you put it forward.

Dave

Meeting adjourned; continuation called for March 2.

MeasureCountPercentage
Yes (confidence in Horn)6320.7%
No (no confidence)24179.3%
Total voting304

Result: Majority voted no confidence. The presiding chair stated: “There being a majority in the negative, the motion is lost. The membership of the CRC has not expressed confidence in the continued leadership of Chairwoman Horn.” The no-confidence vote carries no binding legal effect under the bylaws — Andrews himself characterized it as “a test vote” (EX-A06).
